Thorne Moorends Town Council has adopted the model publication scheme for local councils issued by the Information Commissioner under the Freedom of Information Act (2000). The purpose of this guide is to describe the classes of document available, how they can be obtained and the cost of providing documents.
Class1 - Who we are and what we do
The following information can be found in The Council section of this website. There is no charge for this information:
- Who’s who on the Council
- Contact details for Parish Clerk and Council
- Location of main Council office and accessibility details
- Staffing structure
Class 2 – What we spend and how we spend it
Financial Standing Orders and Regulations can be found in The Finance Section of this website. There is no charge.
The following information can be obtained by making an application to the council. A charge will be made on application.
- Annual return form and report by auditor
- Finalised budget
- Precept
- Borrowing Approval letter
- Grants given and received
- List of current contracts awarded and value of contract
- Members’ allowances and expenses.
Class 3 – What our priorities are and how we are doing
The following information can be obtained by making an application to the council. A charge will be made on application.
- Parish Plan (current and previous year as a minimum)
- Annual Report to Parish or Community Meeting (current and previous year as a minimum)
- Quality status
- Local charters drawn up in accordance with DCLG guidelines
Class 4 – How we make decisions
The following information can be found in the Meetings section of this website. There is no charge for this information:
- Timetable of meetings (Council and any committee/sub-committee meetings and parish meetings)
- Agendas of meetings
- Minutes of meetings – n.b. excluding information that is properly regarded as private to the meeting.
An application must be made for the following information, and a charge will be made:
- Reports presented to council meetings – n.b. excluding information that is properly regarded as private to the meeting.
- Responses to consultation papers
- Responses to planning applications

Class 5 – Our policies and procedures
Information on some of the Council’s policies and procedures can be found on the Policy Documents page:

An application must be made to view other types of policy information. A charge will be made:
- Policies and procedures for the provision of services and about the employment of staff
- Internal instructions to staff and policies relating to the delivery of services
- Complaints procedures (including those covering requests for information and operating the publication scheme
- Equality and diversity policy
- Health and Safety policy
- Recruitment policies (including current vacancies)
- Policies and procedures for handling requests for information
- Complaints procedures (inc those covering requests for information and operating the publication scheme)
- Data protection policies
- Schedule of charges
Class 6 – Lists and Registers
The Register of Members’ Interest list can be viewed under the councillor details on the Doncaster Council website
An application must be made to view the following lists and registers. A charge will be made:
- Currently maintained lists and registers only
- Any publicly available register or list
- Assets register
- Disclosure log
- Register of gifts and hospitality
Class 7 – The services we offer
Information on the following amenities can be found in the Services section of this website
- Allotments
- Burial grounds and closed churchyards
- Community centres and village halls
- Parks, playing fields and recreational facilities
An application must be made to view information on the following amenities. A charge will be made:
- Seating, litter bins, clocks, memorials and lighting
- Bus shelters
- Public conveniences
- Services for which the council is entitled to recover a fee, together with those fees (e.g. burial fees).
